1. The Metropolitan Cebu Water District, through the Corporate Budget of 2019 intends to apply the sum of:

as payments under the contract for the Supply, Delivery, Installation and Commissioning of Generator Set Automatic Synchronizing Panel. Bids received in excess of the approved budget for the contract per PR shall be automatically rejected at bid opening. Evaluation and awarding shall be per Purchase Requisition Number.

2. The Metropolitan Cebu Water District now invites bids for the Supply, Delivery, Installation and Commissioning of Generator Set Automatic Synchronizing Panel under Purchase Requisition No. 27168-001. Delivery of the Goods is required within one hundred twenty (120) calendar days as stipulated in the schedule of requirements. Bidders should have completed, within the last THREE (3) YEARS from the date of submission and receipt of bids, a SINGLE LARGEST COMPLETED CONTRACT similar to the Project with an amount of at least fifty percent (50%) of the Approved Budget for the Contract (ABC) of the proposed project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Interested bidders may obtain further information from Metropolitan Cebu Water District and inspect the Bidding Documents at the address given below during office hours at eight o’clock in the morning (8:00A.M.) until five o’clock in the afternoon (5:00P.M.).

A complete set of Bidding Documents may be purchased by interested Bidders starting July 20, 2019 and before 9:00 A.M. of August 13, 2019 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of FIVE THOUSAND PESOS (Php5,000.00).

5. The Metropolitan Cebu Water District will hold a Pre-Bid Conference on July 30, 2019 at 9:00 A.M. at the AGM for Technical Services Group Conference Room, 6^thFloor MCWD Building, which shall be open to all interested parties.

6. Bids must be delivered to the address below on or before August 13, 2019 at 9:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on August 13, 2019 at 9:00 A.M. at the AGM for Technical Services Group Conference Room, 6^thFloor MCWD Building.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

7. Metropolitan Cebu Water District assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of bids.

8. The Metropolitan Cebu Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
