1. The Metropolitan Cebu Water District, through the Corporate Budget of 2021 intends to apply the sum of:

as payments under the contract for the Mandaue North Reclamation Area Bulk Water Supply Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Metropolitan Cebu Water District now invites bids for:

Delivery of the Goods is required to begin within SIX (6) MONTHS from Notice to Proceed/Contract Signing for the contract duration of TEN (10) YEARS. Bidders should have completed, within the last THREE (3) YEARS from the date of bid opening herein, a SINGLE SIMILAR CONTRACT involving a water supply volume of at least FIFTY PERCENT (50%) of the volume required or 1,500 CUBIC METERS PER DAY. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Interested bidders may obtain further information from Metropolitan Cebu Water District and inspect the Bidding Documents at the address given below during office hours at eight o’clock in the morning (8:00A.M.) until five o’clock in the afternoon (5:00P.M.).

A complete set of Bidding Documents may be purchased by interested Bidders starting December 30, 2020 and before 9:00 A.M. of January 26, 2021 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of FIFTY THOUSAND PESOS (Php50,000.00).

5. The Metropolitan Cebu Water District will hold a Pre-Bid Conference on January 12, 2021 at 9:30 A.M. at the Training Room 7^thFloor MCWD Building, which shall be open to all interested parties.

6. Bids must be delivered to the address below on or before January 26, 2021 at 9:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on January 26, 2021 9:00 A.M at the Training Room, 7^thFloor MCWD Building.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

7. Metropolitan Cebu Water District assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of bids.

8. The Metropolitan Cebu Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
